In a large skillet, sautee broccoli on medium-high heat in 2 Tbsp for a few minutes until it begins to soften. Add water, lower heat and cover, and steam until cooked through, about 5 minutes. Set aside.
In the same skillet, brown ground beef with minced garlic. Drain any excess fat.
While the beef is browning, whisk the brown sugar, soy sauce, vegetable oil, ginger, red pepper flakes, and pepper in a small bowl.
Add broccoli to the beef and pour sauce over beef and broccoli. Let simmer for another 2 minutes.
Serve over rice and garnish with green onion slices.
